BT Permanent ( 0 ) ban issue

Hi Daniel,

I am seeing an odd issue with users at OP level access being able to set a permanent ban in the BOT. It is my understadning this should not be allowed due to OP levelnot having permissions.

I have 2 OP level users that were able to set permamanet ( 0 ) bans, one of them received a message stating they had "insufficient permissions" yet the ban was added to ban list.
