Added new language to BlackTools

hello, i added French to the BlackTools 2.5.5.
There are 2 files that should be added to BlackTools/lang:
BlackTools-TCL/BlackTools/lang/BT.man-fr.lang.tcl at master · tclscripts/BlackTools-TCL (github.com)
and
BlackTools-TCL/BlackTools/lang/BT.fr.lang.tcl at master · tclscripts/BlackTools-TCL (github.com).
Add them and rehash the eggdrop.
